Midra’s Manse. In the “rat room” accessed by going across the rickety wooden planks above the corridor and jumping through the northern doorway.
The item is on a corpse overhanging the hole in the floor in the middle of the room. Easiest way to get to it is to head along the planks east of the 
Midra’s Library site of Grace.
