You’ll meet Chadley in Chapter 3, where he’ll give you the side quest Chadley’s Report, which also happens to be the objective for the first Battle Intel Report. After this, you’ll be able to take on new Battle Intel Reports as you advance the story, meeting Chadley in Chapter 8, Chapter 9 and Chapter 13.
