Return to the Iron Cove via the zipline from the Isle of Death once the water level has dropped for a second time at the Lake of Nine. Destroy the debris in front and then look inside the hull of the broken ship to find another bomb you can strike and destroy the debris there. This will give you access to the top of the ship, look to the left up here to spot the Raven circling around.
