Location / Where to Find
Found on a desk inside Vladimir’s House. You get an activity to visit there as part of the Into The Unkown Main Storyline quest. You can visit his house at any time. Ocnce there, go to his locked basement, which required advanced lockpicking, You can find two random quality purple weapons on a shelf, and the Mutineer on the table.
