Izana comes in rather late to Conquest , and with your abundance of magic users, from your royalty to your retainers to your children, Izana is a little lackluster if you’ve invested into others, especially given Conquest’s limited experience. On the flip side, he does have access to Hoshido exclusive classes, so if you want more variety in your skills, he will fit the bill. He is recruited when you upgrade the Hot Springs feature of MyCastle to level 3.
