Chloé represents a Fire Emblem staple - the generic, early-game Pegasus Knight… err… Lance Flier. Blisteringly fast with moderate STR, DEF and RES growths rates, she’s a great secondary fighter, excellent at hunting down casters and harrying enemy combatants from afar. Just as long as you can complete your quest before her odd eating habits lay her low, all will be well. Chloé is one of Celiné’s bodyguards, and will join your party along with the Firenese princess during the main story battle in Chapter 4. This page will discuss Chloé’s strengths and weaknesses, including her starting stats, stat maximums and stat growths, and suggest the best classes and Emblem Rings for Chloé.
Chloé’s Stats and Stat Growths¶
Starting out as a Lvl 6 Lance Flier when she joins, Chloé’s a competent combatant from the word go. Her SPD growth is tied for highest in the game, at 55%, only two other characters have a matching +3 to max SPD, making Chloé top-tier when it comes to one of the game’s most important stats. Continuing to level as a Lance Flier suits her well, but once it comes time to [transition to an advanced class], things become a bit interesting. Chloé has a higher MAG growth than STR - albeit by 10% - but there’s a 3 point gap between her max STR and max MAG, giving her some incentive to switch to a caster role, or at least pick up a weapon that deals MAG-based damage. Her combined defenses are on the mediocre side (DEF 30%, RES 25%), but as one of the characters with the highest SPD in the game, she’s a prime candidate to be a top-tier AVO tank. You can’t hurt what you can’t hit, and her high HP compensates somewhat for her average defenses.

Best Classes for Chloé¶
Chloé is a character at odds with herself. Her excellent SPD and high HP cannot be ignored, yet her MAG growth is higher than her STR growth, and there’s a 3 point gap between her MAG and STR maxes. All that said, while her MAG is better than her STR, her MAG’s growth is merely good - Citrinne and Anna are both superior (along with two late game characters who won’t be named here) and both have a higher MAG cap. Why settle for the 3rd (arguably 5th) best caster when you could have one of the best AVO tanks, instead?
Griffin Knight¶
The most obvious advanced class for Chloé, the Griffin Knight has a lot to recommend it. First, it’s tied for the highest max SPD in the game, and will allow Chloé to develop her SPD to its highest extent. Second, its high max HP also plays into one of Chloé’s strengths. Third, while not a caster class, its max STR (40) is only a few points off its max MAG (37), and with Chloé’s stat cap modifiers, they’ll be equal, meaning she can swap between physical damage and magic damage as the situation demands. Chloé was built for the Griffin Knight. The only downside is that she can’t further boost her AVO by hiding in terrain. Just give her an engraved, refined Javelin and she’ll strike down pretty much anything the game can throw at her, and if it’s in heavy armor, she can always switch to a Flame Lance.
Royal Knight¶
The Royal Knight trades 9 points of SPD for a few points of STR and MAG and an extra HP, DEF and RES. Otherwise, the concept is similar to the Griffin Knight - it allows Chloé to use a lot of her SPD and HP while remaining a hybrid STR/MAG threat with lances. Like the Griffin Knight it can also dabble in staves (grade C), allowing some off-healing, when required. The Royal Knight won’t be vulnerable to bows like the Griffin Knight, and it can make up some of the lost AVO by taking cover in terrain. In maps with a lot lof cover, the Royal Knight may be a tad better, but in maps where there’s plenty of terrain impassable to fliers, the Griffin Knight reigns.
Best Emblem Rings for Chloé¶
With decent ATK/MAG/DEF/RES stats backed up by unsurpassed SPD and great HP, Chloé is one of the better AVO tanks you can field. She’s good enough, in fact, that she really doesn’t need an Emblem Ring to boost her. Still, you’ll eventually get enough Emblem Rings to go around, so we’ll discuss which Emblem Rings will be elevated by Chloé.
Sigurd¶
Like most high AVO characters, Sigurd is a good match for Chloé. His MOV boost makes it easier for her to get out of (and into) trouble, and being able to Canto after poking somebody can keep enemies from chasing her down on their turn. Chloé + Sigurd is probably the most potent headhunter in the game, able to pick off casters easily and, with the use of a Flame Lance, armored units as well. Sigurd’s “Momentum” ability will also boost her damage when making long charges, giving her a much-needed boost of up to +10 attack if she moves far enough. This movement range boost also makes Chloé a great healer, as she’ll be able to reach most allies in a pinch.
Lyn¶
Any character who is sufficiently quick to pass for an AVO tank will probably benefit from Emblem Sigurd, and anybody who can benefit from Emblem Sigurd will also find Lyn a passable substitute. Lyn’s Speedtaker ability will give Chloé more SPD the more times she initiates combat and kills enemies, which will make it even easier for Chloé to hunt down foes. In addition, Alacrity will allow Chloé to follow-up before an enemy can attack if Chloé has a 9+ SPD advantage over the enemy, which, with her excellent growth rates and Speedtaker, she has a fair chance of doing. Finally, Lyn’s Astra Storm allows Chloé to delete a troublesome opponent from afar, an always welcome prospect.
Micaiah¶
If you promote to a Griffin Knight or Royal Knight, you don’t really need Micaiah for her signature “Cleric” ability, as Chloé will already be able to use staves. On the other hand, “Augment” will give Chloé range and AoE with her staves, making her an even more versatile spot-healer. “Healing Light” will keep Chloé healed when she heals others, and if you need a more direct form of healing, you can use Micaiah’s “Nosferatu” spell, which Chloé can actually cast competently due to her high MAG score.
Best Skills for Chloé¶
As for skills, Chloé should learn and inherit the standard leveling skills: Lineage from Edelgard (substitute with Mentorship from Byleth if you don’t have access to it) and Starsphere from Tiki. These will both make an already strong character even stronger, which is always welcome. Other than that, Marth’s AVO+ skills are obviously desirable for an aspiring AVO tank, especially as a Griffin Knight, which can’t take cover in terrain. Tiki’s Lifesphere is also wonderful for a passive AVO tank, as it’ll heal Chloé for up to 40HP (and remove status effects!) while she waits. You could also go out of your way to learn Lyn’s “Alacrity” and “Speedtaker” abilities if you wanted to benefit from those without having Lyn equipped.
This guide is a bit of a mess.
Chloe has the highest speed growth in the game, so she is kind of a wasted use of Lyn, who is much better on a unit who has really high strength or magic, but needs help in speed.
For classes, imo, there are 3 "best" routes, and neither of them are royal knight.
If you want to keep her as a physical damage dealing flier, then you need to patch up her strength. Wyvern is the best fit here, as it has the highest strength score of all fliers, and it offers the second highest strength growth of any class (behind berserker).
Alternatively, you can lean into her magic growth. She has good magic growth. Better then many units that start in magic classes such as Celine, Clanne, Ivy, Pandreo and once again, The Highest Speed Growth. So yeah, Citrinne will hit harder, but Chloe will be fast enough to double, something Citrinne can only dream about. I am partial to Mage Knight for this route.
And finally, she can transition into a more support role via griffin knight, but if you do that route, you are best off giving her sword griffin knight, and letting her use a levin sword which is way better then flame lance.
