Besides the Pokémon trainers on land, there are some out at sea, further south. Naturally, you’ll need to use HM Surf to reach and challenge them.

The Swimmers below are a pair. If you swim in-between them, you’ll trigger a Double Battle, where you’ll face off against both trainers at once.
Otherwise, if you speak to the trainers individually, you can fight them solo in Single Battles.
